About ec3

 

EC3 is our vision for bringing emergency management a platform that brings easy intuitive tools in line with existing processes and procedures to assist the CERT (Community Emergency Response Team) Community in the Command, Control and Coordination of any emergency situation. Our goal is to enable the CERT community with a platform to provide transparency to the situation on the ground to enable the CERT Commanders to make timely decisions.
EC3 assists CERT Commanders and the Volunteers on the ground with easy and intuitive ways to

  • Organize the volunteers in case of an emergency
  • Manage teams of volunteers on the ground with targeted and broadcast communication
  • Manage reconnaissance & rescue mission status with live video, images, and notes
  • Manage inventory and distribution of supplies at the emergency site
  • Assess the success of mission with reports and data mining

The Community Emergency Response Team (CERT) is an all-risk, all-hazard program training ordinary citizens to be better prepared to respond to emergency situations. CERT members give critical support to first responders in emergencies; provide victim assistance; organize volunteers, and collect disaster information to support first responder efforts.

Team Management

This feature allows creating a team of volunteers to handle reconnaissance and rescue missions on the ground using the web console. Team members can be searched based on their skills and/or restrictions based on the task. Team members can provide status on a task with images and notes from the site using the mobile interface.

Volunteer Management

This feature available on the web console, allows CERT administrators to communicate directly with the volunteers and call upon them in case of an emergency. The Volunteers can also indicate their availability by signing into the mobile application. EC3 also allows for the registration and the password management for the volunteers.

Incident Dashboard

An Incident dashboard is one stop shop for an incident commander to get a bird’s eye view of the emergency situation being handled. This feature allows an Incident Commander to manage an emergency incident(s) by viewing all the available resources assigned to the incident, exact assessment of the damage being reported.

Supply Distribution

This feature allows a CERT administrator to manage inventory of items to be distributed at the emergency site via the web console. Volunteers are able to indicate the location and the quantities of the supply distributed on a geographical map. This data can also queried via reports by the administrative staff.

Reconnaissance Assessment

As volunteer teams assess the gravity of the emergency situation on the ground, volunteers are able to use the mobile interface to provide a quick visual description of the damage using images and notes. This information is available on the Incident dashboard for the leaders to assess and make decisions based on.!

Communication Hub

Incident Commanders are able to broadcast different category of messages to all the volunteers. Specific message can also be sent to the teams, related to the task they are involved in. A Communication hub will display all the exchanged messages for review at a later time.

EC3 was used at Review of Disaster Exercise with the Plano CERT Fall 2016 Class on October 29, 2016.

A handful of members of the CERT class willingly participated in the first-­‐ever field testing of the EC3 app. This voluntary effort provided us invaluable insight and has already spawned future changes, updates, and revisions of the app.
